Any country will develop its own weapons/defense system once it has the money.
Many new military technologies are top secrets. However, they are in the application level and are NOT mysterious and hard at all once they're invented and you understand the idea behind them. And yes, the idea of stealth technology is well known to the world. U.S. should be proud of inventing stealth technology, but there are at least THIRTY countries in the world that have the potential ability to invent their own stealth fighters. The only problem is whether it worths to do it by themselves.
